Foreign Policy: On Libya, Obama's Clock Is Ticking
According to the War Powers Resolution, President Barack Obama must gain Congressional approval for the Libya intervention within the next forty days. Bruce Ackerman and Oona Hathaway of Foreign Policy argue that by stalling, Obama is setting a perilous precedent.
